做好语言服务 助力现代化强国
——访国家语言服务与粤港澳大湾区语言研究中心主任屈哨兵教授[1]

摘要：国家语言服务与粤港澳大湾区语言研究中心经国家语言文字工作委员会批准于2020年成立，由教育部语言文字信息管理司、广东省教育厅和广州大学三方共建并依托广州大学建设。成立以来，中心始终以服务国家发展战略和粤港澳大湾区建设为使命，围绕语言服务与语言生活、语言规划、语言经济等主题开展高质量研究，取得系列成果。本文就中心的学术使命、品牌成果和未来发展等采访了该中心主任屈哨兵教授。屈教授指出，自2020年成立以来，中心坚持“四室两部”的组织架构，形成了以科学研究、社会资政、学科建设、数字平台和学术交流为一体的综合发展模式，持续推动国家语言服务能力建设与粤港澳大湾区语言治理现代化进程。在皮书研制方面，中心打造了《中国语言服务发展报告》《粤港澳大湾区语言生活状况报告》《粤港澳大湾区语言服务发展报告》三个系列，形成具有鲜明地域特色和学术价值的语言生活皮书品牌，服务国家语言文字政策优化和社会语言服务实践。同时，中心通过承建国家语言资源服务平台、参与推动粤语语料库与大模型评测重点实验室建设，探索语言服务的数字化转化和应用路径。依托广州大学多学科优势，中心注重科研成果转化与人才培养融合发展，构建“有组织科研”机制，推动语言服务研究“咨政、促学、惠民”并进，成为国家语言服务研究领域的重要力量，为中国式现代化进程提供坚实的语言支撑与智力支持。

Title: Enhancing Language Services to Empower the Modernization of Our Nation: An Interview with Prof. Qu Shaobing, Director of the National Research Center for Language Service and Languages of the GuangDong-Hong Kong-Macao Greater Bay Area
Abstract: The National Research Center for Language Service and Languages of the GuangDong-Hong Kong-Macao Greater Bay Area was established in 2020 with the approval of State Language Commission. It was jointly established by the Department of Language Information Management of the Ministry of Education of the People's Republic of China, Department of Education of Guangdong Province and Guangzhou University and supported by Guangzhou University. Since its establishment, the Center has always taken service to the national development strategy and the construction of Guangdong-Hong Kong-Macao Greater Bay Area as its mission, carried out high-quality research on language service and language situation, language planning, language economy and other themes, and issued many publications. This article interviews Professor Qu Shaobing, director of the center, on the Center’s academic mission, brand achievements and future development. Professor Qu points out that since its establishment in 2020, the Center has adhered to the organizational structure of “four offices and two departments”, formed a comprehensive development model integrating scientific research, social financing, discipline construction, digital platform and academic exchange, and continuously promoted the construction of national language service capacity and the modernization process of language governance in the Guangdong-Hong Kong-Macao Greater Bay Area. The Center has created three series of Language Service Papers: Language Service Development Report in China, Report on Language Life Status in the Guangdong-Hong Kong-Macao Greater Bay Area and Report on Language Service Development in the Guangdong-Hong Kong-Macao Greater Bay Area, establishing the center as an authority on language research with distinctive regional characteristics and academic value, serving the optimization of national language policy and the practice of social language service. At the same time, the Center explores the digital transformation and application path of language services by constructing the national language resource service platform and participating in the construction of a Cantonese corpus and a key laboratory of large language models (LLM) evaluation. Relying on the multi-disciplinary advantages of Guangzhou University, the Center pays attention to the integration and development of scientific research achievements and talent cultivation, constructs the mechanism of “organized scientific research,” promotes the research of language services to “provide guidance for the government and academic circles and benefit the people”, becomes an important force in the field of national language service research, and offers solid language and intellectual support for Chinese modernization .

[1] 屈哨兵，香港科技大学（广州）党委书记，广州大学二级教授，博士生导师，国家语委科研机构国家语言服务与粤港澳大湾区语言研究中心（广州大学）主任，国家语言文字推广基地（广州大学）主任，教育部高等学校文化素质教育指导委员会委员、世界汉语教学学会常务理事、中国语言学会理事。曾任广州大学副校长、广州市教育局党委书记、局长、广州大学党委书记、广东省十三届人大常委及华侨民族宗教委员会副主任委员。教育部哲学社会科学研究重大课题攻关项目首席专家，《语言文字应用》《语言战略研究》编委。主要从事现代汉语语法、语言服务、汉语传播、传统文化传承等研究。主编出版国内首部语言服务研究专著《语言服务引论》获教育部高等学校科学研究优秀成果奖（人文社会科学）二等奖，主持完成的“基于中华优秀传统文化传承的高校互联网+中华经典教育模式的构建与实践”获高等教育国家级教学成果奖二等奖。出版《现代汉语被动标记研究》《广告语言跟踪研究》《广告语言谱系研究》《语言服务引论》等多部专著，主编等多部语言生活皮书，发表论文100余篇。
