粤港澳大湾区应急语言服务体系建设的SWOT分析与治理对策选择

摘要:基于SWOT分析框架,全面分析了粤港澳大湾区应急语言服务体系建设的优势、劣势、机遇与挑战,提出优化治理对策。大湾区作为多语种共存的区域,拥有丰富的语言资源和坚实的语言服务产业基础,为应急语言服务体系建设提供了独特优势。但区域内国家通用语言的通用性存在短板、应急术语和服务规范不统一,以及应急语言服务协同机制不健全等不足,使得应急语言服务响应的效率和质量受限。大湾区可以借助政策支持、经济发展强劲与科技创新等机遇,强化语言资源整合,推动智能技术赋能,完善跨区域协同机制,从而提升应急语言服务能力。面对人口流动性大、突发事件频发和制度协调难度大等挑战,建议通过强化韧性导向的应急响应体系、优化三层级服务机制和加强应急语言服务的评估与反馈,确保在紧急情况下能够提供高效、精准的语言支持。本研究为建设大湾区应急语言服务体系提出了策略选择方案,有助于推动区域应急管理能力提升。

Title: SWOT Analysis and Governance Strategy Selection for the Construction of the Emergency Language Service System in the Guangdong-Hong Kong-Macau Greater Bay Area

Abstract: Based on the SWOT analysis framework, this paper comprehensively analyzes the strengths, weaknesses, opportunities, and challenges faced by the construction of the emergency language service system in the Guangdong-Hong Kong-Macau Greater Bay Area and proposes optimal governance strategies. As a multilingual region, the Greater Bay Area has a great diversity of language resources and a solid language service industry foundation, this provides a unique advantage for the development of an emergency language service system. However, the unpopularity of the dominant language in some areas presents difficulties, as does the lack of standardized emergency terminology, and inadequate coordination mechanisms for emergency language services. All these factors limit the efficiency and quality of emergency language service responses. This paper suggests that the Greater Bay Area can leverage opportunities such as policy support, strong economic development, and technological innovation to strengthen the integration of language resources, promote smart technology empowerment, and improve cross-regional coordination mechanisms, thereby enhancing emergency language service capabilities. Facing challenges such as high population mobility, frequent emergencies, and difficulties in institutional coordination, it is recommended to strengthen resilience-oriented emergency response systems, optimize a three-tier service mechanism, and improve the evaluation and feedback of emergency language services to ensure efficient and precise language support in emergencies. This paper presents strategic options for the construction of the emergency language service system in the Greater Bay Area, which will help improve the region's emergency management capacity.
