国际翻译组织的资源整合模式研究：以国际机器翻译协会为例

摘要：国际翻译组织通过在超国家层面整合各类资源推动翻译领域及行业的发展，但学界对其资源整合模式关注有限。本文以国际机器翻译协会（IAMT）为案例，借用管理学中的资源基础理论系统梳理该组织及其分支机构的资源整合举措与模式，发现该组织一方面通过构建机器翻译人才队伍、联通技术资源等方式积累内部优势资源，另一方面通过整合信息资源、构建关系网络等方式整合外部资源。这些举措以人才为核心，逐步构建起“内外协同”的语言服务网络及生态体系，促使IAMT在全球行业网络中发挥着重要的桥梁作用，从而推动机器翻译的可持续发展。国际机器翻译协会的资源整合模式值得各类翻译组织参考和借鉴。

Title: Resource Assembly of International Translation Organizations: A Case Study on the In­ternational Association for Machine Translation

Abstract: The international translation organization is an important force in promoting the de­velopment of machine translation at the supranational level. As an important international or­ganization directly related to machine translation, the International Association for Machine Translation (IAMT) has been committed to promoting the development of machine translation worldwide, but few studies have paid attention to it. Based on the resource-based view in man­agement, this paper takes the IAMT as an example to comprehensively and systematically re­view the various initiatives of IAMT. It is found that, on the one hand, the organization accu­mulated internal advantageous resources through the construction of translation talent team and connectivity of technical resources; on the other hand, it actively integrated external re­sources by integrating information resources and building relationship networks. These measures take talents as the core, and gradually build up a network, which is mainly internal and supplemented by external, to form the basis of competitive advantages, and enable IAMT to play a role as a bridge in the global machine translation network. The excellent measures of IAMT are worthy of reference for translation organizations at all levels.
